Yes, he can use it, but the only real advantage I can see is that with BT you get the one "extra" Perplex at the beginning.
(With BT, you use Perplex as you normally would, then you get to affect everyone. In other words, Chuck could Perplex down his opponent's Magneto's defense and then use BT to boost his buddies.)
CEREBRO: Professor X can use Perplex. When Professor X uses Perplex, he can use it normally or choose a single keyword and affect every target friendly character 10 or fewer squares from Professor X that possesses that keyword (including himself, if he possesses the keyword) and to which Professor X has a clear line of fire.

it not 2 uses of Cerebro its more of u can use perplex, use cerebro. But no figure can benefit more than once per perplex and using both Cerebro and BT would be 2 uses of the same perplex.

Brilliant Tactician doesn't grant a use of Perplex, it only modifies the number of characters it effects. Cerebro is the power that is granting the use of Perplex, which is why in the example that Hawkeye gave I stated I agreed with him that it would be impossible to both Perplex down Magneto's DV and Perplex up Professor X's allies AV's in the same turn.
Because that would be two uses of Cerebro, since it isn't the BT feat card granting the Perplex. So it wouldn't be possible to Perplex down Magneto's DV then use it again to Perplex up his allies AV, as that is two separate free actions of the same power; and Cerebro states that he must choose option 1 (normal use of Perplex) or option 2 (effect friendly characters that he draw LOF to).
But if Professor X decides to use Cerebro's first option, the normal use of Perplex, then Brilliant Tactician would have the same effect of using Cerebro, unless he used it to Perplex down an opposing figure's combat values or other abilities, then he couldn't use it in any form on his himself or his allies.

Well, I AM pretty awesome.
An understanding of the law of large numbers leads to a realization that what appear to be fantastic improbabilities are not remarkable at all but, merely to be expected.
If Professor X was using Cerebro and BT he could opt for the normal use of Perplex which would allow him to both hit Mags first and then his buddies. That's how BT works with normal Perplex.

OK, I understand now. I thought that he could only target friendly characters if he choose to use Brilliant Tactician, but when looking at the wording on the BT Feat Card, and breaking down, then looking at the 3rd erratum, he can target an opposing figure first, then use it on his friendly figures.

The way I see it, if I were playing an X-Men & Brotherhood team, I could choose Brotherhood as a keyword for Cerebro, and since I am using Perplex, I may then activate BT to Perplex each of my X-Men, Illuminati, etc., that share a keyword with Prof. X
Are you using Perplex? Yes, albeit not normally. BT should still kick in
as long as you don't target the same character with both Cerebro and BT. It's not very gamebreaking, but it does add to his versatility.

Yes. For some reason I read that as requiring Chuck to have the chosen keyword.
So i can Cerebro opt 2 all my x-men then bt all my mutants? So If I Had characters who had Mutant and X-men I could double perplex them?
You could not double-perplex.

The initial perplex would be for all the X-Men and the follow up would be for the mutants that aren't X-Men.
