Can you use the Outsiders ability on a friendly character so their Pulse Wave (drawing lines to more than one character) doesn't drop the damage to one? The PAC says it becomes one, so I don't know if that counts as modifying.
FYI, since Pulse Wave says the "damage value becomes one" (not "is reduced to one"), it is a replacement value and therefore would not be affected by Outsiders anyway. (Outsiders also doesn't affect blades/claws/fangs.)

Outsiders only ignores powers and team abilities of figures in the blast radius, so it is totally possible to have an Outsider outside the blast radius affect the Pulse Waver.

For example, Jack Of Hearts with Alpha Flight...
I could Outsider him. When using Pulse Wave with the chosen figure(s) in the blast radius...
1) If the Outsider is in the blast radius, Alpha Flight will give the +1 against those figures figures.
2) If the Outsider is not in the blast radius, Alpha Flight will not give the +1 against those figures figures.
Let me ask this. If I have an Pulse Waver with a 6 range and I have an Outsider 7 squares away can they outsider the PWer and then the PWer use their entire 6 range?

No. See Thunderweb's answer above. Halving the range is a replacement.
