SI Iron Man's special power reads :EXTREMIS: Iron man can use outwit and perplex. When a power or ability is not countered by Iron Man's outwit, he can use Super Senses.
Elite Sniper Prerequisites: Ranged Combat Expert or Super Senses
Choose a character. Ranged combat attacks made by the character ignore other character's Stealth. The character can use the Sharpshooter ability.
If he does NOT use his Outwit, he can use Elite sniper. Correct? Or he can use the feat, then use his outwit. Am I correct in this assumption?

If Iron Man has not used Outwit to counter a power or ability, he can use Outwit.
So, as long as he hasn't used Outwit yet, Snipe away... and then use Outwit after the attack, if you want, since he's not going to be using the Sharpshooter ability again this turn, anyway.
what set is this Elite Sniper from? HoT? is it an LE card or something of the sort? I already got all the prize support from this set and that card wasn't in the package...

it was supposed to be in the set HoT but something happened where they did not get put into the packs.

I only ask because the wording "countered" in past tense makes it sound like if Ironman didn't use outwit for his turn then he can use super senses, basically meaning that the secondary power is only active when the primary power can no longer be used and wasn't used.

But that is what Outwit does: counter stuff.
So, "when a power or ability is not countered by Iron Man's outwit," Outwit is not being used... and Iron Man can use Super Senses.
The past tense doesn't really matter since, as a free action, he could use Outwit at any point during his turn. Right away, during the beginning of the turn when Leadership and Poison and such are being used. Sometime in the middle when all other normal actions and attacks are being used. Or right at the end before you clear your characters and end your turn.
So, if he used Outwit right away (maybe to help another character Poison a character with damage reducers), then no Super Senses until the beginning of your next turn. If it is used at any other point in his turn, up until that point, Iron Man can use Super Senses.

Say you outwit someone's invulnerable with him, and then shoot that person for 4 damage. That piece loses invulnerable in the process of turning the dial and gains toughness. Now a person is no longer being countered by Outwit, so Iron Man has super senses again.
Basically, only use it to counter powers that will be off their dial by the time their turn starts.

I would beg to differ with this. The power, though not showing, is still being countered.
If the guy is healed on his turn and lands back on Invuln, it is still countered.
Outwit never stopped countering the power, showing or not.
