Always go with the base, unless there's been an errata issued.
Has there ever been a figure that had the TA added to it in the errata?
Nope, it's always been ruled to remove the symbol from the card, not add it to the base.
They have changed an inncorret printed TA to the correct TA when the wrong one is printed on the dial.
For exampleThunderball was changed from the incorrect Serpent Society to the correct Masters of Evil TA.
But none have ever been added to a figure that had a blank dial.

I took the liberty of making a switch to your emphasis.
It's very possible that you could be 100% right in that giving him the TA would be ADDING it...for free...to the figure. If that is he case, then there's nothing rude about it.
(I'm not saying that it is not possible that they are going with the easiest route here. I'm just saying that to assume that the TA is factored into his cost and is now "removed" is a bit of an assumption.)

Based on the conversations I've had regarding things that have erred between figure and dial, I concur. "Play the fig" - barring some extraordinary circumstance, I will be stunned if a call ever goes against that moving forward.
You know, I just typed the above and I remember a more recent call where we did not "play the fig" - the Judge's LE of Firelord, I think - the figure had no colors on his defense all the way down his dial (and was supposed to).

Not sure about the Judge LE but the regular Avengers Firelord was missing the 3 Toughness clicks in the middle of the dial.
