I know the prerequisite for nanobots is 2 or less damage, but could I still use it on a character like Zoom, as long as when I use the feat, his damage at the time is two or less? I know with some other feats they only come into play when certain powers are on the dial, so I was wondering if it was the same deal here, but just with the numbers showing. Thanks in advance.

this is correct and you can not perplex stats to meet pre-req, so no perplexing down damage.
An understanding of the law of large numbers leads to a realization that what appear to be fantastic improbabilities are not remarkable at all but, merely to be expected.

Yes. This is true. What about replacement values instead of modified values? For example if I replace a figs Def value using defend or Defenders TA, can I then use the slippery feat card?
I know that the fig whom Slippery is assigned to has to meet the prerequisites somewhere on the dial to be assigned the feat, but if the prereq. is not currently met at a moment in game play, would the replacement DV be able to activate the feat?
Similarly, if there was a way to replace Damage value with Nanobots?

Theoretically, yes.
However, I can't think of any replacement values that would actually be used when Nanobots would also be used.
For example, BCF replaces the damage value only during the attack. Say Ultimate Sabertooth wants to use Nanobots: while you could roll a 1 or 2 with BCF, once the attack is over, his damage value returns to 3... and Nanobots can't be used in the middle of another action (so you couldn't gobble up an object mid-attack).
Same thing with other replacement values (your Slippery example, at the moment all DV replacements take place when someone is attacked and Slippery is used during breakaway... there is no chance for overlap).
If a replacement value could be used mid-feat, then sure, it could work. But like I said, I can't think of any current powers/TAs/feats/etc that work that way.
This weekend I used KC Flash in a tourney. I pushed him to outwit an opponent and then ran up to hit him. As I continued my HSS I ran past an object and used nanobots to heal. I finished movement like 3 or 4 squares past the object I picked up.
After fiinished my move I took the push damage first, then healed back 2 to my starting click. My opponent argued that I should have healed first then take the push damage because I did the nanobots in the middle of the action. He also said that I should have had to stop next to the object I picked up to use it to heal me.
The judge agreed with me and said the push damage would come first then I would get to do the nanobots second since that is how I did the action, and that HSS allowed me to continue moving until I decided to finish my action and that if I had needed to I could have ran by every free object and healed 2 from each of them if neccessary.
Because of this he just cleared ever turn or passed and didnt do any thing the rest of the game, just allowing me to wipe him out.
I would like an offical ruling on this (If possible) so I can show him next week (if he comes) that what I did was correct and the judge didnt show favortism. Thanks

Two things:
First, Nanobots can't be used mid-action like that. From the Player's Guide:
Nanobots requires you give the character a free action, therefore it cannot be given in the middle of another action.
So you could heal Flash before the HSS action or after, but not during.
Second, if you could use it mid-action, per the wording of Nanobots, the healing would occur as soon as the free action used to activate it was resolved. In other words, you would heal as soon as Flash "ate" the object and then, later after the HSS resolves, you would have pushed and taken the click of damage. But this point doesn't really matter much because of the first point.

Your action was illegal and you were all incorrect. You could not zoom past the object, NB it, then keep moving. Nanobots requires adjacency and a free action. You cannot be given a free action in the middle of another action (unless it is granted by the action you are taking). In other words:
You may Nanobot, then perform your HSS action, or HSS, then nanobot after you have completed your move. You may never nanobot in the middle of your HSS action.
:edit: ...or just read what Normalview said.
Well, I AM pretty awesome.

Well, unfortunately you aren't going to be able to get that.
The judge was incorrect.
You cannot give a new action until the current action is resolved.
Page 7: "If you have more than one action available, you must resolve one action before initiating the next action."
In this case, the power action of HSS needed to resolve before you could give the free action for Nanobots.
It should have gone...
Declare the free action of Outwit and use it.
Declare the power action of HSS.
Move and attack while moving.
End your movement next to the object.
Resolve the power action of HSS including taking the pushing damage.
Give the free action for Nanobots and heal.

Using how you have it listed I did 1-4 correct. But on #5 I kept moving whith my HSS after picking up the item to nanobot it. So I should have stopped after grabbing it. 6 & 7 I did in the right order.
But thanks for the info and I will pass it on. I just thought with HSS I could grab it and keep moving after I had done my power action. I will remember that.

I always have trouble with that step #1...
