Bystanders: re Theme teams and Warbound

How do bystanders fit into a Theme team, and if that team is Warbounded?

Say I have only 2 actual figures on a 400 point force, and 4 pogs beside those. Since the pogs don't have to be Warbounded, do they count toward the number of figures on my force, thereby giving me a total of 3 Theme team probabilities?

Nevermind, just found the answer: "excluding bystander tokens"...
