I have my chars lined up three in the front row and three in the second row. My char in the middle of the second row has probability. I know i can use it on the middle char in the front row but my judge says I can't use it on the other two in the front row because they are blocked by the chars beside me. I thought the rules for adjacent characters state that any char beside you or diagonal to you is adjacent to you. Please help!!
You have to draw a line of fire; merely being adjacent is not enough.
Any line of fire drawn through a diagonal with characters in each square is considered blocked. You basically use the most favorable condition of the two squares, and since characters block lines of fire, the most favorable is "blocked".

You 're talking about such a set-up :
FFF
FPF
F = Friendly character
P = character using PC
right ?
If that's the case, your judge's right.
Probability Control has nothing to do with adjacency, it has to do with clear lines of fire.
P has clear lines of fire to the red F. Lines of fire drawn from P to the black F are blocked because they go through diagonally adjacent characters.
