Which effect comes first when using the Shrunk BFC? Is the range halved and then I can perplex it up by one or more or is it perplexed up first and then the range is cut in half?

I vote BFC effect happens first.

I believe that the range is halved first, because the BFC is constant. A figure's range is halved wether or not the figure is making a range combat attack or not. So half first then modify.
