So heres a question on Pulse Wave. If I am trying to Pulse wave someone with Camouflage and they are the only person that I am targeting, can I do it? I am being told that I now have to draw LOF to a target in order to Pulse Wave, but can you draw it since Pulse Wave Ignores everything??
All powers and team abilities possessed or used by characters

Camouflage is a feat, Pulse Wave ignores feats, ergo PW ignores Camouflage!
You guy are so wrong on this one. The first line of pulse wave says. “Give this character a ranged combat action”. Which means this character must be able to make a range combat attack. If you read the rule book it say you most draw line of fire before making a range combat attack. If u can’t make a range combat attack you can’t even use pulse wave. Ex: why can’t u pulse wave when based? Because you can’t make a range combat attack when based. And you can’t make one without an anisole target. What most people don’t understand is power and ability take place in between attack and damage stage. Ex: just like blades. If it pulse wave toke place at the attack stage it would be a power action instead of a range combat action. But once the pulse wave happens it will ignored all. One other thing that people play wrong is. That pulse wave ignored everything not the character use pulse wave. It never says the character ignored but pulse wave ignored.
Pulsewave ignores all powers. So if a character that has Plasticity, or even Stealth for that matter, has their power ignored....then how can they use a feat with a prerequisite?
So to answer the question, yes you can Pulsewave the character.

range of this attack.

You do need to draw LOF to make a ranged combat attack... you're right about that.
The problem with your explanation, though, is that nothing says you need to be able to draw LOF to assign a ranged combat action in the first place.
Normally, if you can't draw LOF when you assign the action, well, then the action is pointless since the attack that follows can't happen. In the case of PW, though, you give the character ranged combat action (LOF not needed yet) and then do whatever it is that PW says that you do (which includes ignoring a whole bunch of stuff that can normally block LOF).
Bottom line: Camoflauge will not protect against PW.

If I understand this correctly then a character with pulsewave can utilize pulswave without having to draw line of fire to anything?
For example A. has pulsewave and is in range of B. and C. Both B. and C. are in hindering and have stealth. A. can still pulsewave?

This is somewhat correct.
To use PW you must be able to draw a LoF to an opposing character during the PW.(People used to use PW to activate figures with an activation click. Funniest thing to see is a crit hit into a wall on the Con Artist.)

Not quite.
You still must be able to draw LOF to at least one opposing character to use the power. It is just that there really isn't a whole lot that can block LOF; terrain is really the only problem. Meanwhile Stealth, characters, feats, TAs, etc and other normal methods of blocking LOF are not a problem for PW.

So there must be at least 1 piece that can be legally targeted in order to be able to pulsewave.
