The need of sub 50pt superman enemy points to a bigger problem.
The issue we are facing in clix is an imbalance in team abilities and cost of the team abilities when played in reality. The problem is that game design for years has failed to realize the lack of effectiveness of how team abilities work in effective team composition.
Superman Enemies:
The most prime example of this is that Superman Enemy has not gotten a sub 100 figure since Mister Mind. Long gone are the days of Hope and Lex Corp battle suit. Figures like these made superman enemy an actual effective tactic in sub 400pt games. Superman Enemy is always forced to wildcard. This points to a bigger issue.
Sininster Syndicate and Batman Enemies:
If Batman Enemies and Superman enemies had their abilities swapped would fix everything. But that's not the case. When you look at the average attack of a Sinister Synicate or Batman enemy it is subprime. We are looking at the average attack value being a 8 or 9. That is not to say that there are no 10's or 11's. But the better of those pieces have been retired. Being forced to wildcard to get the better effects of your team ability does not promote synergy of the ta.
Injustice League.
Now a lot of people may just say I'm jumping on a bandwagon. Compare the society feat to the function of Injustice league and laugh. You can get fortitude lite for the cost of the TA. This lets us know that the cost is hyper inflated because you are paying a lot per clix for the ability. Again when you deal with a team with a lot of high point cost figures saving actions is not that big of a deal. In a 300 point game you are not going to be scraping for actions with an Injustice League team.
The problem that I see is that no one is looking back at the team abilities and saying "What is needed to make this team ability work with the current pool of legal figures?"
Superman Enemy would be useless for the Arkham crew - most Batman Allies can't be targeted by Outwit thanks to Stealth. Meanwhile, there actually are a few, decent Batman Enemies with decent attack values - the Holiday Killer most recently, but there's also Edward Nigma, the Joker, Two-Face, and (sadly) the Red Hood.
That said, yeah. Superman Enemy could use a boost. One way of doing this would be by introducing the Prankster. He still has yet to be made and should be relatively cheap - 50-70 points, probably. Maybe less. A new business suit Lex wouldn't be a bad idea, though we have received a number of Luthors as of late. Livewire still has yet to be made. Bruno Mannheim. Terra-Man...though he's kind of a dink. Regardless, Superman Enemy could be "fixed" by making some of these characters.

i think an AE Luthor would be cool... both him and his AE form would have the Superman Enemy;
and before you go; "wait, Luthor is luthor!" well how about a new battle suit luthor, and then his last 3 clix or so from his AE would be him running to throw it on for a last ditch effort to escape in time, or defeat supes himself (cuz his lackey's suck)

Meh. There are plenty of wild cards villains that work fine teaming up with the Superman Enemy figures, and are cheap. I've had some success playing the Royal Flush Gang with a Supes Enemy ally. The tweak that it lasts even after losing adjacency helps them a lot.

Oh, sure. So when I point out that Batman Ally characters can't be outwitted, I get a novel of a post telling me how wrong I am and how I don't know the rules but when grumpygoat does it, it's agreed that it is true in enough cases to rest on it as a general fact.

The easiest fix for the Superman Enemy problem would be remakes of Intergang. I keep expecting WK to do this, and was a bit surprised when Intergang did not appear in B&B.

As far as Batman Enemies go, you want many of them to have mediocre attack values. Otherwise there's very little benefit to sharing the good attack values around via their TA. You'd be paying points for a TA that you're not using.
I had great success playing an original Defenders team with Dr. Strange, Sentinel of the Skyways, Namor, and IC Hulk... that barely used the Defenders team ability. All but Hulk have a natural 18 on their first click. It was nice insurance in a way, knowing that I'd keep an 18 after any of my characters were hit, but you could certainly min-max a more effective team if you wanted to.
