I was hearing another interesting discussion this weekend...

I must admit i don't agree.

In the new rules...are they changing the replace then modify rule.

Someone mentioned that they are changing to where you can use perplex and then defend and the perplex still stick. usually i would stick this type of question in the general discussion forum but since its kinda a biggy and a rules question ...and i mean game changing in several cases.....is this true.

Yes, it's true. Currently, "replace then modify" only applies when a replacement and a modifier happen at the same time. The new rules, as announced in this article, make "replace then modify" the rule in all cases regardless of timing.
