Question: Do I have do this first thing on my turn? Or can I do this after doing an attack with another character, and before I do a non-free action with Superman and The Flash?

You don't have to do it at all (hence the "you may").
Otherwise, as indicated in the SP, you can do it before any non-free action (and that non-free action does not need to be peformed by Superman and The Flash).

Otherwise, as indicated in the SP, you can do it before any non-free action (and that non-free action does not need to be peformed by Superman and The Flash).
OK, so let's say it's my turn, and I do a running shot with Green Arrow. Now that I've done a non-free action that turn, can I then use Keeping Pace? Or does the action by Green Arrow stop me from using the power?
And I'm assuming that this is on a turn by turn basis.
"Before any non-free action" is ANY action that isn't free, such as RS, Charge, any movement, any attack, etc.
It can be your first, your 3rd, your next to last, or your last action.
It isn't a caveat where you DO AN ACTION then you cannot Keep The Pace. It's only merely there to prevent you from replacing your speed value MID-ACTION.
At least, that's my take on it.

In your example, you could replace the speed value when GA acts... and then replace it again later, with another non-free action. Or not. Your choice.
It is important to note, though, that the replacement ends when the qualifying action is resolved. So using your GA example again, after Running Shot resolves, the speed value would return to normal until you decide to replace it again with another non-free action.

There might be other reasons, too. The feat Scatter!, for example:

Choose a Character
When the character is the target of an attack, immediately after the attack resolves you can move up to three friendly characters adjacent to the character up to half their unmodified speed values. The moved characters must break away normally and can't end their movement adjacent to any opposing character.
But, yeah, most of the time you will probably be using it when Superman and Flash themselves are given the action.
