Sure. Again, why wouldn't it? If the rules don't say it shouldn't work, it works. Could you maybe quote the part of the duo attack explanation that makes you question whether or not it would work?

That reminds me of a thread saying that Enhancement sucks and you should use perplex instead.
Does the damage value remain modified when you make the 2nd attack?
For example, you have a Duo with 8 range, 3 damage standing next to an enhancer. You make the first ranged attack and get a +1 modifier making it 4 damage, then the second attack gives another +1 making it 5, but then a -1 from the duo, thus making it 4 again. Is that right?

Good read there on the PAC, that clarifies it. Otherwise, I would have said yes to it.
This is slightly misleading. I know you mean that they don't stack in duo attack when coming from just one enhancers. But enhancements do stack if they come from several enhancers, but still not for duo attack, even though they can be used to completely negate the -1 from duo, if you have four enhancers adjacent to the character making the attack: +4 for first attack capped at +3 by the Ro3, then +4 -1 for the second attack for a final modifier of +3.
I mean. That enhancer cannot provide more than a +1 to damage for any single figure.
Multiple enhancers can provide +1 to damage to multiple figures.
One enhancer can provide a +1 to damage to multiple figures.
BUT one enhancer cannot provide more than a +1 to damage to any single figure.
Look at the Fusilade ability of the JL Green Arrow. He has multiple range attacks. A Gotham City Detective will modify his damage to a 3 for the first attack and a 3 for the second attack. It would not modify it to a 3 for the first attack and a 4 for the second attack. This is what the OP was trying to do with a DUO attack.
That is what I meant by not stacking.
