If a character occupying a square adjacent to one or more opposing characters is given an action and attempts to move, that character must successfully break away before it can move, as shown in Figure 8.
So you give the character whatever action is required first and then attempt to roll break away. If you succeed, carry on normally. If you fail, the action ends immediately (and, no, you do not get to attack even if you were trying to use Charge).
since Breakaway is being talked about, I have a question about it.
If a character with flying is based and atempts to carry an adjacent figure who is based by the same character that has based the flyer. If the flyer is successful in breaking away does when they carry the other chracter does that character need to make a successfull break away roll also. I'll use a digaram incase that is confusing
A=Flyer
B=friendly that wants to be carried out
V= villian basing them

So A succeeds in breakaway and carrys B out does B need a break away roll?

No since the character is not being given an action to move.
The carried figure does not need to roll breakaway.
This also means that if the carrier was not adjacent or otherwise didn't need to roll breakaway, that the carried figure is going wherever the carrier can take them with no strings attached.
