i cannot find it in the new rule book so what does it do since i used Jonah Hex and nobody at the shop knew what it does?

It is in the PAC, of the back side between the Damage powers and Team Abilities. For reference, it says:

That was taken from the most recent player's guide, so an older PAC might not have the exact same wording.

i was using blackest night set but since i was in a tournament i must not have looked in the right place

While looking at the front of the PAC all folded up (with the Blackest Night header and Speed powers showing) unfold it all the way, the flip it over and it is listed in the middle section with Carry, Flight, Move and Attack, etc.
