ADAPTIVE RESPONSE ARMOR: When Iron Man/War Machine uses the Duo Attack ability, they may choose Incapacitate, Penetrating/Psychic Blast, or Ranged Combat Expert and use that instead of one or both ranged combat attacks.
What I am trying to figure out is what the heck it means? Do I get to make both Duo attacks still? Do I have to pick just one of those powers to use on both Duo attacks? Any help is appreciated.

You make two attacks like normal. However, the first one may use one of those powers instead of a normal attack. Then the second attack may also use one of those powers (still with -1 damage)
So I can use any combo of the 3 powers for my 2 attacks then. Cool. Thanks for clearing that up for me!
No, you cannot mix and match - you choose one of the 3 and use it on one or both attacks. For instance, if you choose RCE, you can go RCE + RCE, RCE + normal, or normal + RCE. You could not use RCE + Incap.

Not quite. If you use one of the other 3 powers, you can't switch to another.
For example: you decide to use Duo Attack and pick Psychic Blast for the 1st attack, for the 2nd you can choose either normal Duo Attack or Psychic Blast again...not one of the other options.

Too many different answers!!! Ok, so I can't use more than 1 of the 3 different powers, but I can use it twice or once and if once, I can use it first or last. Got it.

you have to choose only one of the three. once you decide you can the you it twice or make a regular attack then use chosen power or use chosen power then make regular attack. now do you understand?
Questions did a bit of a FAQ for this, so here ya go.

3) Iron Man/War Machine can use a close combat attack for one of the attacks with the Duo Attack ability and then, assuming they can make a ranged combat attack, use Adaptive Response Armor for the other attack making a ranged combat attack using Incapacitate, Penetrating/Psychic Blast, or Ranged Combat Expert.
4) Iron Man/War Machine cannot mix and match Incapacitate, Penetrating/Psychic Blast, Ranged Combat Expert when using Adaptive Response Armor. If the first attack uses Incapacitate, then, if the second attack is a ranged combat attack, that attack would either need to use Incapacitate or be a regular ranged combat attack. It could not use Penetrating/Psychic Blast or Ranged Combat Expert.
5) Iron Man/War Machine do meet the prerequisites for a feat requiring Incapacitate, Penetrating/Psychic Blast, and/or Ranged Combat Expert. Iron Man/War Machine can only meet the prerequisites for such a feat when using Adaptive Response Armor. When doing so, Iron Man/War Machine do not need to actually use the required power to use the feat. For example, when Iron Man/War Machine are using Incapacitate through Adaptive Response Armor they could use the Elite Sniper feat (prerequisite Ranged Combat Expert or Super Senses) because Adaptive Response Armor allows Iron Man/War Machine to use Ranged Combat Expert even though they are not actually using Ranged Combat Expert in the attack.
