My first guess would be no- At the time you make your force, he does not have the prerequisites to be assigned Inspiring Command to start with, so you can't assign the feat to him when building your team, as you can't assign him leadership at that point. (ICWO states you can use the powers on the dial, but does not list them by name which is what feat requirements are based on)

Quick question, If I gave batman ICWO feat and assigned him leadership could he then in turn use the Inspiring Command feat?
Only if Batman meets the prerequisites for Inspiring Command by himself. You could for example put IC on B&B Batman (who has Mastermind), and then use Oracle's Leadership to keep IC active.
In case that wasn't clear, he means that Batman must independently be able to use Inspiring Command.
The Batman from Brave and the Bold has Mastermind, so can be given the Inspiring Command feat. Even when he doesn't have Mastermind on his dial, he could be given Leadership (the alternate prerequisite for Inspiring Command) via ICWO, and use the feat.
The rookie Batman from Arkham Asylum (Future bats) does not have Mastermind or Leadership on his dial at all. Even with ICWO, he can't be given the Inspiring Command feat in the first place.
