I'm asking this because the rulebook only seems to refer to the character taking the action.
Do tokens assigned to characters which are NOT taking an action i.e. Warbound, Edward Nigma, Theme Team re-roll, etc., cause pushing damge immediatly or at the end of the action?

Actually, that timing doesn't refer to just the character taking an action: it refers to ANY action.
For example, a character is attacked by another character using Incapacitate and a token is placed because of that power. The Incapacitate is a close or ranged combat action; once that action resolved, pushing damage due to placing tokens during that action is resolved. Whether that was the token placed on the Incap character because it took an action or the token placed on the target by the power, you resolve the pushing damage once the Incap action is over.
All those examples you give above (Warbound, Theme Team, etc) all occur during some kind of action and you would push appropriately after the action has resolved.
PUSHING
When a character recieves a second action token (usually because it has taken an action on two consecutive turns), deal one pushing damage to that character after actions resolve. Game effects that evade, reduce, ignore, or transfer damage do not affect pushing damage unless the effect specifically says it does.

See, nothing in that section specifies that only the character taking the action recives pushing damage (only that taking an action is the most likely cause).
so if you pushed using steal energy it would be heal then push, what about the feat recharge? could you push then heal?
Please quote the game effects in question. Not only does it help avoid confusion, a second look can often answer the question.
Steal Energy
(Non-Optional) Each time an opposing character takes damage from a close combat attack made by this character, heal this character of 1 damage.
So this healing occurs when the target takes damage. This is before the action is resolved, so you are correct: heal, then push.
RECHARGE
Cost: 5
Prerequisite: Energy Explosion
Choose a character. Whenever a total of 2 or more damage is taken by opposing characters while this character is using Energy Explosion, heal this character of 1 damage after actions resolve.
Availability: The Brave and the Bold F004
This healing occurs after the actions resolve, which means it happens as the same time as the pushing damage. Simultaneous game effects are resolved in the order chosen by the active player (usually the attacker) so the active player would choose which happens first: healing or pushing damage.
Ah ok thanks just looking at the old FF book. Thats where I got it wrong.
