Hey I am new to the game and have a question regarding YellowJacket (Skrull version) and BF Shrunk. With Shrunk in play can Yellow Jacket still use his white power Giant Man (causes him to have the Giant Damage Symbol) since Shrunk changes all Giant Damage Symbols to standard Damage Symbols?

Giant Man: Yellowjacket possesses the damage symbol and can use Charge.

All characters with the damage symbol have the damage symbol instead. All range values are halved, as is the range of all effects that have a range.
So Yellowjacket doesn't have the symbol. But that's not all the Giant Man power does... he can also use Charge. So unless that power is countered, Yellowjacket can use Charge even if he is not a .
Just to clear things up, wouldn't it be easier to just cancel the power?
Oh! Then he'd lose Charge. But I suppose he could just cancel his power after the use of charge and not use points on a feat and get your range halved.

Shrunk is a battlefield condition, not a feat. There is no point value associated with it. And since all range values are halved, there really wouldn't be any benefit at all to canceling the Giant Man special power in this case.

Can you opt to 'turn on/turn off' the GIANT MAN ability?

All powers, including special powers, are optional unless indicated otherwise. Giant Man does not indicate otherwise so it is optional. Optional powers are assumed on unless canceled at the beginning of an action. So at the beginning of an action, Giant Man can be canceled. If canceled, it will remain canceled until the beginning of the next player's turn.
From p. 15 of the 2010 Core Rulebook:

A power is in effect when it appears on the character’s combat dial through the stat slot. All powers are optional unless “non-optional” appears in their description; however, all powers (such as those activated by a specific type of action or attack) are assumed to be in effect during an action unless you canceled it at the beginning of that action. When a power is canceled, it remains canceled until the beginning of the next player’s turn.
Using your example, assuming you need the Giant Size to effectively use the Outwit, you would need to wait until the next action to cancel Giant Man.
