If a character has taken an action this turn it cannot use a theme PC this turn. As i read in the rules the actions specified are Power, Combat, and Movement. I had used outwit with Emo Robin and after that I was attempting to attack with Beast Boy T-Rex and failed but Tried to PC with Robin.
My opponent said because I had used outwit and it was a power I could not use the PC but I argued it was not a Power Action it was a free action and the rules did not say anything about free actions. Secondly, I argued that an action gives you an action token, free actions do not.
But to be fair, we rolled to settle the dispute and he won it. lol. Just want to know who is right, and honestly I dont even think I should doubt myself just want have something to show him so we have an official ruling. So if I use Outwit and then Theme PC with the same Character, it can be done?

If it uses the word "action" then it is an action. The only difference between a free action and other actions is that a character is a) not necessarily limited to one per and b) does not normally get a token for using one.
If a character uses Outwit, it has been given an action. That character may not then use Theme Team PC this turn.
This actually came up in a game I had a couple weeks ago. Similar situation to the OP's scenario, except it was the opponent who was trying to incorrectly allocate the theme team PC (X-men theme team with loads of Perplex!), and I knew the ruling already. Luckily he had another guy to put the token on so it didn't impact much, but he didn't know the way it worked, so it caused him a little angst. He still earned my Fellowship vote for the night though!

Can a character be used for the theme team probability control twice if they had no tokens ?
As long as the character has not been given an action that turn, it can use as many theme team PCs as it can take tokens (and you have theme team PCs to give.)

Yes. Being assigned an action token, through Warbound for example, is not the same thing as performing an action.

Yes. Agent of the Time-Keepers prevents opposing characters to which Immortus has LOF from using PC. Themed team PC is PC.
From the Player's Guide:
