And what you're saying is correct. It's as simple as that - if the SP text doesn't say you can do it differently than what's in the PAC, you can't.

Exactly. Unless the Special Power specifically allows you to do something normally not allowed, then it can't happen.
Charge and Phasing/Teleport are both Power Actions, so it gives you the option to automatically breakaway, ignore all terrain on movement, etc, or move up to half your speed and do a Close Combat Action.

There are some Special Powers that do allows the rules to be bent in such a way, but they are specifically listed in the description, such as:
