A character cannot use TK on itself.
From p. 8 of the 2010 Core Rulebook:

I know you cannot TK yourself but I am currently looking up things in the Player's Guide and rulebook as to why.

And questions beat me to it. While TK doesn't specifically say attack when moving friendlies, you are still targeting, which implies an attack is being made.

While most attacks target, targetting doesn't mean an attack. As you noted Perplex targets, but it is not an attack. And the same is true of TK Option 2 -- it is not an attack in any way. That provision of the rulebook is probably misplaced a little since it is under close combat/ranged combat actions but it has been ruled to apply in any situation.

On a side note: You also couldn't use TK when the person themselves has been TK'd that turn.

This is know, it's in the power. I didn't see the original part of the question in the wording, which lead me to ask for confirmation since I can guarantee it would come up next week.

since were on the subject of tk, my MM cable piece was adjacent to an opposing aqualad, and my judge said i couldnt tk a friendly storm because cable was in "close combat mode". i checked the rules and i couldnt find anything that says he couldnt tk while based. if he made it a house rule that you couldnt do that id be fine with it since it makes sense, but the according to the rulebook you can right?

You are correct. Nothing prevents a TKer adjacent to an opposing character from using TK Option 2 on any friendly character.
I'm sure there is something that specifically keeps you from using TK option 2, but the above, "can't target friendly characters" simply does not apply. TK allows you to target a friendly character, unless the character has some personal issues, it should be friendly to itself.

I notice that now. I could have sworn it had the word "attack" in the second phrase when reading earlier, which I supposed would only prevent Support.
