BIO NUCLEAR BLAST: Give Nemesis a power action. Draw a straight horizontal or vertical line of fire to any single square within Nemesis's range and line of fire, ignoring other characters for line of fire purposes. Make an attack roll as though making a ranged combat attack, and compare the result to each character occupying a square along that line of fire, or a square adjacent to that line of fire but still within his range. Each character hit is dealt 3 damage.
If Characters in the LOF or adjacent are standing in hindering terrain, do they get the hindering terrain bonus? What about characters with ES/D?
Since this power doesn't target I'm assuming powers and traits that activate when targeted such as Shape Change and stat boosting powers Like Vulcan has wouldn't work right?
This thread has a discussion about Bio Nuclear Blast. Right now it is not clear whether hindering terrain or ESD would activate against it. Some people feel you are making a ranged combat attack so they would both activate. Others think the "as if" language means you are not making an attack so they might not activate. (I can also see a ruling where hindering terrain does activate while ESD does not.) So we're waiting for a final word on how this is suppose to work.
As for the other, it does appear that either way it does not target. So Shape Change or effects like Vulcan's would not activate.

It doesn't say to ignore modifiers, so ESD should work as well as any bonuses
It says as if making a ranged, so you use all the effects therein (bonus from hindering, need for LOF (mitigated by ignoring characters)
Nemesis does not have sharpshooter so, based on that, could not hit immediately adjacent characters but is colossal so can hit all those in the field of effect
All of this is assumption based on the fanciful notion that the power description in the units gallery is accurate and not just someone's fevered dreams posted there

See above (and the other thread) for my thoughts on ESD. As for the other, I'm not sure if you're saying adjacent characters will be hit or not. I think they will be and I think he can do this even if all opposing characters are adjacent to him.
