Colossal Dr. Manhattan (retail version-1200-800-600)
Ive been reading thread about the differences between him and the convention exlusive and i just wanted to make sure that you do use the part of his rules sheet that implies using him as a force so therefore his powers cannot be countered and he ignores all those powers. because ive been hearing different.

I'm not really sure what is being asked here.
These are his (retail) force rules.
Quote
DR. MANHATTAN AS PART OF A FORCE
Though the sheer power of Dr. Manhattan has made him increasingly distant from the human race, occasionally events will draw his attention and
he will join those he considers allies in battle. The following rules allow you to play Dr. Manhattan as part of a force.
THE DIALS
Dr. Manhattan's empathy dial is ignored when he is part of a force.
The number of combat dials the player of Dr. Manhattan chooses to use determines his point value and how many dials he uses in a game, as
explained in Table 1. If a combat dial is not being used in a game, click that dial until only KO symbols appear.
FEATS
Feats can't be assigned to Dr. Manhattan.
ACTIONS
Dr. Manhattan can be given exactly one action during his player's turn, although this may become two actions when using the Multiattack ability. Dr.
Manhattan is not given an action token when he takes an action.
MOVEMENT
Dr. Manhattan automatically breaks away from other characters, and other characters automatically break away from Dr. Manhattan.
If Dr. Manhattan moves through or stops on an object, the object is destroyed. When Dr. Manhattan ends a move, all parts of his base are
considered to be in clear, grounded terrain.
COMBAT
Dr. Manhattan can make a ranged combat attack against any character in his range, even if that character is in an adjacent square.
POWERS AND ABILITIES
· Dr. Manhattan possesses the powers and abilities indicated by his current combat dial. · Dr. Manhattan ignores other characters' Plasticity, Poison, Shape Change, Super Senses, and Stealth. Dr. Manhattan can't be the target of
Exploit Weakness, Force Blast, Incapacitate, Mind Control, or Penetrating/Psychic Blast. Dr. Manhattan can never possess
Earthbound/Neutralized.
· Dr. Manhattan ignores the Mystics team ability and team abilities with similar effects. · Dr. Manhattan's powers and abilities can't be countered.
· When Dr. Manhattan uses Energy Explosion, instead of dealing damage normally, a hit character is dealt damage equal to twice the number of
Dr. Manhattan's combat dials that have not yet been defeated (2, 4, or 6 damage).
I highlighted the parts I think answer your question.

starting line. If a combat dial is not being used in a game, click that dial until only KO symbols appear. Players begin with Dr. Manhattan on Dial 1
and when it is KO'd, they use Dial 2, and so on. Damage does not carry over from one combat dial to another.
FEATS
Feats can't be assigned to Dr. Manhattan.
TEAM ABILITY
When played as part of a force, Dr. Manhattan possesses the Watchmen team symbol and team ability.
ACTIONS
Dr. Manhattan can be given one action during his player's turn. Dr. Manhattan can be pushed even when he has two action tokens; he does not
take pushing damage. If you assign an action to Dr. Manhattan when he already has two action tokens, do not mark him with another action token.
MOVING
Dr. Manhattan automatically breaks away from other characters, and other characters automatically break away from Dr. Manhattan. No break
away involving Dr. Manhattan deals damage.
If Dr. Manhattan moves through or stops on an object, the object is destroyed.
When Dr. Manhattan ends a move, all parts of his base are considered to be in clear, grounded terrain.
COMBAT
Dr. Manhattan can make a ranged combat attack against any character in his range, even if that character is in an adjacent square.
POWERS AND ABILITIES
Dr. Manhattan has the Multiattack ability.
When played as part of a force, Dr. Manhattan ignores the Exploit Weakness, Force Blast, Incapacitate, Mind Control, Poison, Penetrating/Psychic
Blast, Shape Change, and Stealth powers of opposing characters, as well as game effects that duplicates the effects of those powers. Dr.
Manhattan can't be moved by Telekinesis, but he can be the target of a Telekinesis attack.
Dr. Manhattan ignores the Mystics team ability and team abilities with similar effects.
When Dr. Manhattan uses Energy Explosion, instead of dealing damage normally a character successfully hit by the attack is dealt
damage equal to the number of Dr. Manhattan's combat dials that have not yet been defeated (1, 2, or 3).
The combat values of Dr. Manhattan can't be increased.
When Dr. Manhattan ends a move, all parts of his base are considered to be in clear, grounded terrain.
so does this mean Dr. Manhattan can end with part of his base on one kind of terrain say grounded, and another part on a different terrain, say elevated or blocking?

I keep trying to think of ways to abuse the fact that he doesn't get tokens from taking actions...it would make him a good candidate to take tokens with Warbound, but he can't be assigned feats. Hmmm...
I guess he could take tokens for the CSA team ability. Or use Theme team PC.

Remember to bring
A YELLOW LANTERN, A Ruling Caste Dominator, some Researchers, and PROFESSOR X. Now prepare to be the most hated person at your respective venue
As part of a force he can indeed be outwitted and he gains the multiattack ability. Unless the retail version of Manhattan is considered an "update" if that's the case then retail version overwrites the rules printed for the convention exclusive version.

Funny, someone I know mentioned playing a team along those lines for our next event. Now I won't be the most hated person at the venue for once.

Are you sure on that one? From the rule book:

MOVING MULTI-BASE CHARACTERS
Multi-base characters must always end movement so that all of its bases occupy legal, adjacent squares.
I have asked this question in the past and the feedback I got was that all multi-base figures are subject to this rule. In other words, Dr. Manhattan could not have part of his base on grounded terrain and part of his base on elevated, striking a Captain Morgan pose.
