Been scouring 'teh internets' for some info to clarify something for me. I understand that there's a difference between possessing a power and being able to "can use" a power (oh the grammar hurts my ears).
Are these two mutually exclusive? I know that if a character "can use" a power then they don't possess it. Wonderful. But some part of me had this line of thinking that if a character possessed a power, then that automatically meant that they also "can use" it.
So, if my character has a big old green speed square on my dial, then they possess Charge. All well and good, right? Now, Does this character also qualify as being someone who "can use" charge?
Question comes up as i was asked about GSX Rogue and her Power Absorption (I'm my brother's heroclix phone-a-friend, just not a very good one). Her special goes out of its way to not mention "possess".. hence the question..

I get the impression such a ruling would not make my brother any happier. I think he was trying to squash Rogue like a bug.. but now that bug was impervious.. oh!
hmm.. does a plethora in abundance reek of needless redundance?
A power or combat ability that is possessed by a character can be countered. A power or ability that is only “used” by a character cannot be countered, though often the power or ability granting use of that power can be countered instead.

The rulebook is filled with the word "use"...when you give a figure a Power Action, you "use' that power and get its effect.

There is nowhere that explicitly says that you can use the power if you possess it, but if you can't use it then what's the point of possessing it.
In other words, it doesn't need to explicitly say it.
This haunts me every day. What's the point of possessing boy parts if I never get to use my boy parts?

A friend let me borrow their Man Thing so I can use it, but I don't possess it.
Purple man Possess Jessica Jones so he can use her as well.
