Magneto gets +1 to all combat values when in debris, from his trait, copied below.

Magneto also has running shot and 8 move on his top click. My question is this: If Magneto starts his action in debris, using running shot and leaving debris, can he move 4 squares or 5?
My thought was that he'd lose the +1 speed as soon as he leaves the debris, and thus only get 4 total movement, much like a character with hyper-sonic speed who loses some speed mid-hss. My friend disagrees. Which is it?
Good question. If he leaves the square of debris, he is no longer occupying it, so his +1 to Combat to his values should go away. That's how I'd play it anyway, as the Trait doesn't state 'if Magneto begins his action occupying a square....'

You set your speed when the action is given. At that time, you are in debris, so you would halve his speed then add one. It stays at that value for the whole movement.
When make your attack, you set your other values, so if you no longer occupy rubble, then you do not get the attack and damage bonuses.
Since you get that move for the whole action, have I been playing hss figures incorrectly? I've been playing that, should they take damage after their attack (via crit miss, mystics, etc) and their next click has less speed than when you started (and still has hss), they could only move a total of their new, lower speed. If they get their speed for the entire action, would they get to use their original speed value?

You've been playing correctly, the difference is that you're still checking his speed value or power through the continuation of the HSS action (Avengers Herald Silver Surfer is the main guy for this example as his HSS turned into a Special HSS but would have him stop on a critical miss) and in this example of Running Shot the speed is only checked at the beginning of the action.

No. When you give Mags that power action, he must completely resolve that power action before you can do anything else. Resolving that power action includes using both free actions.
