No, those maps would not normally be legal unless the event description states otherwise. (Just like the small map that came with the Iron Man Classics figures.)

Depending on if your judge allows them I would say yes. But since they are part of the Street Fighter set I would say they are Golden Age.
Also I believe the SF maps are intended for the 1 vs 1 rule set.
