i bought one of the first starter packs on ebay, and the characters that can fly have flight indicators, i am noticing newer figures dont have that. is that a rule that was done away with? so should i just ignore that if i plan to follow current rules?
they also don't have the character ability cards, how do they work for when i get newer figures? i bought a single the other day of Howling commando, and its double sided as well. the current rules dont mention alot of this stuff in detail
yeah the flight stands (the clear pillar) were done away with. you can ignore them. basically it allowed fliers to be at a much higher elevation and couldn't do this or that. it wasn't used often that i saw.
those figs and the SHIELD figs from the same set have two dials. if you click through, you'll see two sets of stats/powers. depending on what you want/building, you can choose what stats you want.
Contrary to popular belief, I do know what I'm doing

Im going to agree, but add that with the SHIELD fig you have 2 starting lines separated by ko's.
It used to be for the soaring mechanic. A figure could go to soaring by moving the little indicator up. He could only be attacked at half range. Couldn't attack anything on the ground, but could attack other soaring figures (or colossals).
It got ugly when people figured out the HSS figured in soaring. Would stay in soaring so figured couldn't just shoot you at their full range. Would zip down, grab the dumpster, then hit you, grab the dumpster and fly back up to soaring. Then Icons came out and The Superman in there was really ugly with this strategy. This was I think part of why they put the range at half when attacking with a HSS figure (You used to be able to shoot full range when attacking with HSS). After a bit of this, I think they realized the only people using the mechanic were the same ones using it with this strategy and took it out of the game I think it was with the LoSH started, but I know starting with the Crisis set, the removed the flight stands alltogether.
The Shield figs are like getting two figure dials in one. You can either play A or B. Both are the same points.

I can guarantee you that not everyone used soaring to hit and run with HSS. It used to be one of the few ways a 0 range flying character could advance up the map in relative saftely. Especially if you played a character like AW Sentry or Wonder Woman or some other relatively expensive character that you did not wish to get shot to pieces before it made its way to where it was going.
Also, Barrier characters used to be able to go up into soaring and still place their Barriers up to their max range (since Barrier isn't a ranged combat attack). The old XP Iceman was fantasic in Soaring.
I know a lot of people didn't use soaring, but I did and I was sad to see it go.

No character pre-LOSH has cards. They didn't need them because keywords and special powers hadn't been introduced yet. These days, they still work fine as all their powers are still on the PAC and if you need to know the keywords you can look them up in the Keyword document (see the rules link in my signature).

It doesn't change the rules. Soaring was something completely different (the characters were for all intents above the map and didn't really interact with much of anything at all except other soaring characters or Colossals) and there is no current equivalent in the game.
Just ignore the flight stand, period. Look for the or instead. If the character has one of those symbols (regardless of whether or not the flight stand is present), then it can use the Flight, Carry, and (in the case of the symbol) the Move and Attack abilities.

I used to use the old Critical Mass V Archangel on my X-Men teams. With his 12 Movement and Charge he was one of the cheaper figures that could start in soaring and Charge someone with Outwit. Say, HT E Batman, standing on a gumball machine...

Flying figures ignore Hindering Terrain, Water Terrain, and elevation when moving (along with enemy figures, but we're just talking about terrain).
The Soaring mechanic allowed a figure to use a movement to move, essentially, straight up (or down, if they were at Soaring already) . So, if you had figure with 10 Movement and Flight, you could move in 3 dimensions instead of the standard 2.
Vulture: I'll drop you from the sky and watch you drop like a rag doll! Spider-Man: And this'll be when? After Ock rips me limb from limb? Or after Venom eats my brains? Oh, I almost forgot; he also has dibs on my spleen...

ok, i know the old rules said something like "to change from hovering to soaring deduct -1 from your speed.
so that really doesn't apply anymore? like say if i wanted to fly on to a rooftop? or get off of one?

It literally no longer exists. Ignore the flight stands

That's not part of soaring. Never was.
What you are looking for is the Flight ability:
Flight This character ignores the effects of hindering terrain, elevated terrain, and outdoor blocking terrain on movement. A character using this ability can move through squares adjacent to and occupied by opposing characters without stopping, but must break away normally. An elevated character using this ability ignores knock back damage if its knock back path crosses the boundary to a lower level.
Any character that possess one of those two wing speed symbols I mentioned before can use the Flight ability.
