A figure wanted to Pulse-Wave a nearby figure - both on grounded terrain. There was another figure on elevated terrain within range who occupied the rim allowing that figure to have Line of Fire drawn to it.
I pointed out that both figures were within line of fire and so the damage would be 1.
He countered with: (From the PAC):
Give this character a ranged combat action; halve its range value until the action has been resolved. Draw lines of fire to all characters within range in every direction; these lines of fire are only blocked by walls, blocking and elevated terrain.
Does this mean that elevated terrain blocks Line of Fire for Pulse-Wave or does this mean that if Line of Fire is blocked by elevated terrain then Pulse Wave cannot affect that figure.

Visible Dials and Pushing Damage need to be optional. This is the way.
It simply means that elevated terrain affects line of fire normally for Pulse Wave. A pulse wave from elevation level 1 will still hit a character on the rim of elevation level 2, but not a character that's on elevation level 2 but not on the rim.
