Which to use? I know neither are great, but I'd like your opinions on who you'd play if you had your choice of the two teams.

Hellfire Club, all the way.

But I would replace the Ultimates Phoenix with the Emma Frost from GSX. (Emma is also eligible for Not So Special). Emma positioned properly can Enhance both Magneto and Black Queen and then lay some smackdown herself.

Then you can upgrade the rookie Hellfire Guard to the experienced Hellfire Guard.

Hellfire Club. You can't go wrong with Magneto.

Hellfire Club is SOOOOOO much fun! It could be a bit more effective if you have even ONE more GSX Hellfire Guard on there, though.
