Just a silly question.

Bruce Bomb Science: Bruce Banner can use Energy Explosion. Bruce Banner and adjacent friendly characters deal 1 additional damage to the targets of their attacks while using Energy Explosion, if not already modified by this effect.

Does this means that the targets of the attack PLUS the splash damage have +1 on the damage? or just +1 to the targets only meanning the original characters hit by the EE.

Original characters, lest the attacker has a way to target more than 1 characters.

Splashed victims still take just 1.
