If GSX Professor X is in his starting area, he can use the square other friendlies occupy to make attacks with psychic blast. If the friendly is based, can Xavier still make the ranged attack? Or does Xavier himself have to be based?
If, however, Xavier is based, he can't make ranged attacks.
How is that against any logic or reason?
The rules state that a figure cannot make a ranged attack while adjacent to an opponent.
Is Professor X adjacent to an opponent? No. The only logical conclusion, therefore, is that he can make an attack. The other guy is in no way, shape, or form making a ranged attack, so it doesn't matter what he's doing.

Yeah, yeah, whatever. I think it is a silly interaction that shouldn't have passed playtesting. Don't really care what the rules say, doesn't change my opinion in the slightest.
WoS Nightcrawler is A-OK legal for HC. Still think it is the single worst figure to ever "grace" the game.

It just gets confusing when, generally speaking, you don't usually range on another character when based but then again X *is not* based so you determine everything based on what's relative to Professor X, got it.
He's based, no range attacks. He can only attack the figure basing him or break away or whatever else that doesn't require the use of another figure for a ranged attack. However, he can still use another figure for the Outwit/Perplex portion.
He's not based, range away, even if the friendly you're using to establish LoF/targets is based or not.

When it comes up, I try to explain it like this:
When you decide any of these things (can you make an attack, where is the LOF, where do you need to draw a LOF to in order to use PC), everything works exactly the same, with one exception.
When you use your LOF tool to check the LOF between the attacker and the defender, you usually take those 2 characters out of their squares, use your string to figure out if the LOF is good, and then you proceed.
The ONLY thing Professor X changes is that, instead of lifting Professor X off the map to check the LOF, you use one of his teammates (with keyword) to figure out if the LOF is good. That is the ONE and ONLY thing that is different when Prof X makes an attack. That's it. Everything else behaves normally.
