Last night, during a friendly multi-player game, we had a situation come up where a Special Power showed up after taking Pushing Damage that caused a bit of discussion amongst our group.
Sentinel Mark V 150 points.
Special Move Power: Capture Cables
Sentinel Mark V can use Flurry and Plasticity. Once per turn, when Sentinel Mark V hits an opposing character with a ranged combat attack, you may place that character adjacent to Sentinel Mark V after actions resolve.
The player pushed his Sentinel and made a successful Ranged Combat Attack. After taking the Pushing Damage, Capture Cables appeared on the dial. The player asked if he could now utilize this “Once Per Turn” power.
The majority of the group voted no, using the argument that the power was not on his dial when the Ranged Combat Attack occurred.
The player countered that in past games we had played, when a figure gained Probability Control the figure was allowed to use this power immediately. (This may, or may not be true. I cannot recall such a situation, but I can say that I would be inclined to allow their use in such a situation.)
Can any rules “Gurus” enlighten me as to the proper timing for this type of situation?
Since the power is not active when the attack hits, it wouldn't activate.

Flurry would be the only way I can think of.
