This came up tonight while using silver banshee. I hit 3 different clix. 1 received 1 token and a damage, 1 received a second token pushed and took 2 damage, but the third 1 had 2 tokens already. These questions came up:

Can you target someone with incap if they have 2 tokens?

Does it count as hitting them with incap if my attack role is successful?

Does silver banshee's sp trigger dealing 2 damage?

Silver Banshee's rules text:

Wail of the Banshee: Silver Banshee can use Incapacitate as if she possesses . When she uses it, after actions resolve deal damage to each hit character equal to the number of action tokens on them.

Yes. Normally, it won't do you any good, but with Silver Banshee, it will.

Yes, and yes. Note that the Incapacitate itself won't do anything to a character with two tokens, but Silver Banshee's text will trigger.
