1) Does the caveat of only being able to target 2 characters per attack still exist?

2) Since a free action can only be given once unless specified, would I not be able to make the same kind of action twice when using multi-attack?

For example, Dark Phoenix was previously able to use mutli-attack to activate Running Shot and Psychic Blast twice at -1 to damage.

Under the new rules it would appear that she cannot use either of these powers twice via multi-attack.

This would also mean Starro cannot Mind Control with both actions granted by multi-attack, although he can now move before or after MC. (still nasty!)

Am I on the right track?

Unsure about the first question, but as for the part about using the same action more than once, this is from the PG:


Multiattack
 The Capture ability may not be used via the free action granted
by Multiattack.
 The free actions used in this ability may activate the same effect

So that would be a yes.

*edit* The 2011 Rulebook mentions nothing about limiting the number of targets in attacks.


MULTIATTACK
Once per turn, give this character a power action. It can be given any two actions as free actions. Resolve the first free action before giving it the second. Modify this character’s damage value by -1 to a minimum of 1. This ability can’t be countered
