I was using the carry ability today and 2 scenarios came up.
Scenario 1:
C
AB
B is carried by A. Can A carry B when breaking away since B is also adjacent to C?
Scenario 2:
C
BA
B is carried by A. Do both A and B have to break away? Is carrying here even possible?
I don't get the difference between both your scenarios. They're identical other than the placement of A and B, which doesn't change anything in regards to adjacency.

Why would A not have to break away? Thanks for the help.
Because breakaway is only required when you give a character an action. Since being carried is not an action, A does not need to breakaway.
BREAKING AWAY
If a character occupying a square adjacent
to one or more opposing characters is
given an action and attempts to move, that
character must successfully break away
before it can move, as shown in Figure 8.
