No. The current click of all figures in the game is public information, the rest of the dial is not public information.

Tournament Rules
Information: All information that is part of a HeroClix tournament once it begins is public information, except information on any dial not visible in the current slot, and any information specifically indicated as non-public by game rules, tournament rules, or in-game abilities.
Also, you cannot turn a dial except for a game effect (damage, healing) so you cannot "just check out what's coming" (as I have encountered)
Seriously? I figured the clicks of every released dial in the game was public information (and available in the units section :-)) I don't see why being equipped with something to help your memory would be a bad thing.
I found in at least one case it saved time with a friend who had one of those hard-to-turn dials, which combined with the fact that he's visually impaired, helped a great deal

Yes, seriously. It is part of the strategy of the game.
In theory, you don't know what is coming next (not on your dials or your opponent's) any more than you would know what your next draw would be in a card game.
Does this also mean that figures currently outside the game cannot be clicked and looked at? For example, if I'm using Beast Boy or Punisher and want to know what I get for using their swapping Traits, am I not able to click the BB/Punisher piece(s) that aren't currently on the board whenever the one on the board takes damage?
Or does this not apply since, at that time, those pieces are outside the game?

That game a freaky idea for a scenario. Have people write the clicks of their figures on playing cards, 1 click per card. Then when a figure is damaged, you discard a number of cards equal to the damage and then take a card randomly from the ones left. This would then be the click which the figured would be turned to.
Of course with the clicks now having numbers it's even easier as you could just write down the click number on the card.

You can't look at clicks outside of the game either.

Comprehensive Tournament document sez:
1.2.13.2 Figures which may be brought into the game after the game begins are permitted in the play area, but such figures must remain on a click with no combat values.
So, no, you can't click through the dial of the Punisher you have on the sideboard. Weapon Swap or not, that's your call, but you can't peek first.

While I completly agree, and I know it is the rules, your analogy is bad since in most card games you can write down information during the game and there are many ways to look ahead at what cards are coming to stack the deck and form a strategy.

I am pretty sure that if you started writing down cards at the poker or blackjack tables, the casino would boot you out in a hurry
You might be able to count the cards in your head, but that's really no different than memorizing dials here in Heroclix.

I'm not familiar with many card games that allow you to look through the draw deck and then replace it as is, so I think your "most card games" is in error. The analogy holds for most card games I'm familiar with. And if you're looking ahead in the draw deck at common card games like Poker you're probably about to have a Negative Gaming Experience.
