A way to do figure that steal others powers or have random powers.
Have a 10 or 12 sided dice available, Each side has a color that is represented by a color on the PAC (on a 12 sided dice have 2 that are white or have the Flying/Aquatic ability) Declare that you are going to "Activate" a power and in which square (Movement, Attack, Defence, or Damage) and roll the dice. you would then have this power until the end of the turn
I think it's a pretty cool idea, but seems a bit powerful if you can randomly get any power at all. I would probably make it like Outwit, except not requiring LoF.
"Mimic: This character can duplicate any power he or she is near. (Optional) Choose any power present on any figure within 10 squares of this figure, including the flight or aquatic movement ability. This figure is assumed to possess that power until the beginning of your next turn, and may use it freely subject to the normal restrictions and rules for that power. This figure does not need line of sight to the figure possessing the target power."
I think this covers the power a little better, since most of the figures you listed have to see or touch the specific power in some way to gain it: ie Rogue's power steal kiss, Taskmaster studying the target, etc.

I don't know if I like it too much. The powers you're trying to represent are a little too varied. Taskmaster can replicate some people's abilities but he can't just achieve Juggernaut's invulnerability or superstrength just by watching him. And Rogue needs to touch. It seems the only one it represents is Morph (I don't know much about Parasite).
My preference for Taskmaster would have been to have his fighting and maybe defence increase a little as he gets hit.

I think Taskmaster should have started with 2 clicks of toughness and then gained Super Senses for the rest of his dial, to reflect his knowledge of strategy and an opponent's strengths allowing him to anticipate and dodge their attacks.
The Wizard from the Frightful Four or teh High Evolutionary would be good candidates for this power; give them Outwit for 3 clicks and then Mimic for the rest.

It was an interesting thought. It actually made me think of trying out a scenario where for some reason people's powers go on the fritz. You roll the 12 sided each round and whatever power comes up is basically shut off (as if it was outwitted) for that round.

I think there should be a power that you can use a power that any opponet has, but you would have to put restrictions on it... like you can only do it once per turn and you keep that power until your next turn. Also, the opponet it is being used on would have to be in a certain range... Or you might make a roll for it... I don't know, just throwin it out there. That would be pretty cool.
It would also be cool if there were a team ability like wildcard, except its any team ability on the other team you can use. This might not be the best idea though cause you could be playing lots of those guys and then the opponet plays a GL
