I recently attended a tournament in which only two players showed to play. What has happened in the past is the two players play for the top prizes while the store kept the third prize.
Recently however, the store manager has said that there must be at least three players to hold the tournament. If three players don't show, there's no tournament for prizes. The next day the Clix go up on eBay.
Is this fair? Is there a rule saying that there must be a minimum number of players?
Our local store does not give prizes unless 4 people show up. The good thing is that if there is not enough people the prizes roll over to the next tournament. The owner lets us pick which one we want from a big case. The rule sucks but it is fair.
actually i think you should report him to wizkids- i think he abusing the LE prize support for a little $$$.
what i've heard from other judges is that if only 1 person shows up you still have to give out at least 1 LE and then save the other LE's to give out at future tournaments where there are enough people.
i believe there is no mininmum of 3 and this store manager is out to get a quick buck and pad his wallet.
i'd report him to wizkids unless a judge who knows better than me posted here and said there was some kind of rule like that and the store manager is right.

You are right on! LE's are NOT for sale by venues or judges. All LE's shipped as prize support must be GIVEN away at events. If the tournament happens, then the prizes are awarded as normal. If there are prizes left over, then those prizes go to future events.
You're right, he should politely mention this to the venue in question as well as the judge and if nothing happens, call Wizkids.
Each "prize box" contains a 1 page letter stating the way prizes are distributed, and yes, any unusedc prizes must be given away either in tournaments, or as freebies to promote the game.
As a judge, I had a tournament last month where only 1 person showed up! I played them in 2 games just for fun, and gave them choice of LE's (they took an le3). The remaining 2 le's are going to be used at our marquee this weekend so in addition to the kitty and dimitri LE's, there will be an le4 for second, and an le3 for third place.
I've always played if one person shows up he gets a prize. If two show up they play each other, and each get a prize. If three or more people show up, all the prizes are given out. The extra prizes we've held on to; it's helped the numerous times prize support has failed to materialize.
