I think that Smoke Cloud is a great power that is severely underused because of a very fixable problem. Smoke Cloud uses a power action, and most players in most situations have something smarter to do with their actions, unless their team is built around stealth, impeding movement, or the like.
Now, whenever I play my Darkstar from the Captain America set, she reminds me of just how useful Smoke Cloud is because she can use it every turn as a free action. However, I do not suggest making this power a free action inherently, as it would be a little too powerful in regards to the when and how.
I think a balanced solution would be to make Smoke Cloud usable as a Ranged or Close Combat Action, or even a Ranged or Close Combat Attack. For example, someone with Running Shot and Smoke Cloud could move half of their movement, giving them an opportunity to try and get into position, while still being able to use Smoke Cloud.
Here are a few applications that would result from this change:
Running Shot/ Smoke Cloud: A figure moves half movement, and then makes hindering terrain within their range.
Charge/ Smoke Cloud: A figure moves half movement, and then makes hindering terrain in a formation that starts in a square adjacent to the figure.
Flurry/ Smoke Cloud: 1.) A figure makes two formations of smoke cloud, each of which starts in a square adjacent to the figure, OR 2.) A figure makes a Close Combat Attack on an adjacent opponent, and then makes a formation of smoke cloud, which starts in a square adjacent to the figure.
Hypersonic Speed/ Smoke Cloud: A figure could move their full movement and make hindering terrain somewhere along their path within half their range. (Additionally: This combination would require Smoke Cloud to be a Ranged or Close Combat Attack, rather than a Ranged or Close Combat Action, like the above applications.
While there certainly are figures who can use Smoke Cloud liberally and effectively, it's often through the use of a special power or trait, while most other figures with the standard version of the power are left to do other things most of the time. I think the altering of the type of action needed to use this power would increase the use of the power, as well as better justify fielding figures with the power itself.
(And no, I can't think of any dials that have Hypersonic Speed and Smoke Cloud on the same click either, it's just an idea for the future )
How can you consider Smoke Cloud to be an attack of any kind? It should be an action. Maybe a free action, but an action none the less. You are not rolling an attack, and there is never any potential for damage, so no attack, right?
