In another thread, someone stated that Pulse Wave doesn't affect characters using the League of Assassins ATA if they are adjacent to a wall or blocking terrain.
Give this character a ranged combat action; it can use [improved targeting- ignores hindering terrain, ignores characters, May make a ranged combat attack while adjacent to an opposing character, and halves its range value until the action has been resolved.
Draw lines of fire to all characters within range in every direction, including at least one opposing character. All game effects possessed or used by other characters with a line of fire drawn to them are ignored until the action has been resolved. If ignoring a game effect would cause a character with a line of fire drawn to it to no longer have a line of fire drawn to it, then it is not ignored. If lines of fire can be drawn to two or more other characters, this character’s damage value becomes 1 and is locked. Make a single ranged combat attack and compare the attack total to the defense value of all other characters with a line of fire drawn to it; each character hit is dealt damage.

Yes. Pulse Wave changed with the new rulebook and PAC. Previously, Pulse Wave stated:
Draw lines of fire to all characters within range in every direction; these lines of fire are only blocked by walls, blocking and elevated terrain
The new Pulse Wave states:
Draw lines of fire to all characters within range in every direction, including at least one opposing character.
Pulse Wave now has the new Improved Targeting trait included, though, which tells you to ignore Hindering Terrain and Characters for Line of Fire purposes.
So we went to lines of fire are only blocked by blocking terrain and elevated terrain (which would let you draw LoF to someone with LoA ATA that is adjacent to a wall), to the normal stuff blocks LoF except characters, and we get to ignore hindering so stealth won't matter.
Under the 2012 rules, yes. The line stating "these lines of fire are only blocked by walls, blocking and elevated terrain" is not present in the 2012 PAC. Instead, Pulse Wave lets the character ignore hindering terrain and other characters for line of fire, but ATAs are not either of those.

Doubtful. Check out the current wording; you draw lines of fire first. Then ignore the game effects used by characters that had a line of fire drawn to them. If you couldn't draw a line of fire in the first step you don't get to ignore anything for that character. I highly doubt there will be any change until a new PAC is released, should they want to reword/rework the power again.
There's plenty of ways to get to LoA with PW though. Destroy the wall or blocking and PW away. Matter-Eater Lad FTW.

Actually, I think the Hand ATA is a little bit better due to the inclusion of the phrase "when it is not your turn". This means the Hand can Perplex one another and that characters like Psylocke could TK a Hand member from one wall or blocking terrain to another.
Question, though - does this ruling mean that Hand/LoA members aren't even hit by a Pulse Wave blast? Or just that they cannot be used as a target to trigger Pulse Wave?

The problem with this assumption is that they couldn't be hit in stealth if it were the case. To me pulse wave hits them based on the fact it hits stealthed figs.
