If you are already house ruling him, you can always choose to rule this anyway you like.

That said, nowhere in the description are the words "wild card", "copy", or "uncopyable" used... Stan could be Power Cosmic if that TA was being used.

What happens when the IG is applied to Stan and he uses his "Cameo" special power? Will the IG be applied to and used by the replacement character?

Stan Lee is no different than any other character able to use replacements. The rules for them would be the same for him.

I would say he does have to pay.

Are there any other characters that can possess other keywords at the beginning of the game?

Yes, Baron Zemo, Mr. Sinister, and White Lantern Hal Jordan all have ones that either they gain a Keyword, or, give the keyword to a figure that doesn't have it.
