Always quote the power, it will help to answer questions:

Slave Engine Degeneration: Opposing characters within 3 squares possess Battle Fury and can’t be given power actions.
They will gain it as soon as the enter into the squares. So if you activate Charge outside you can still make the attack because it was already activated. But if you did Running Shot and then move inside you will not be able to give them the Ranged Combat Action because of Battle Fury.

So how a bout hypersonic
can they move in or not.
Thanks
If they are given the action while more than 3 squares away, certainly. The effect only prevents them from being given the action.
I can explain it to you, but I can't understand it for you.
“No matter how subtle the wizard, a knife between the shoulder blades will seriously cramp his style.”
Hypersonic can move into the 3 range and make a close combat attack, but not a range attack since Battle Fury specifically says no range attacks. Note - hypersonic does not allow the use of any power actions during hypersonic, so that part of Unspoken's power would not matter.

You might want to rephrase this a little. Battle Fury prevents ranged combat attacks, not ranged combat actions. Given your Running Shot example above, Pulse Wave (a ranged combat action) would still be a viable option.

Yes, Mister Id's statement was a bit off because of the use of the word 'action', however you still would not be able to use pulse wave. Range combat actions give you a range combat attack, but battle fury specifically says no range combat attack can be made. So while Pulse wave is a range combat action, it gives you a range combat attack which cannot be used due to Battle Fury.
