Say a tk character (tka) is out in front of another 8 squares (tkb) . Can a third character get tked once next to (tkb) then tked again by (tkb)? I would say yes but I thought I saw a no to this activity.

I think you are thinking of the situation where a player tries to TK a character, and then use that characters TK. That is a no-no.
I got this one wrong once too. A character can be TKed twice (or more as long as you have seperate TKers and enough actions) if by two separate characters - you can use a SW to place Thorbuster via TK out, he can PW, and then a completely different SW can use TK to place him back out of retaliation range. You just have to have enough actions to do it. A figure that is placed via TK cannot use TK too that same turn however- straight from the PGs. That's why people like IG on Astral Strange. He can use a free action to move, and now you can double TK (with a second tker) a bigger hitter with poor mobility like the new KC Magog.
