The rule was that the original figures that had been reprinted in classics were legal in modern age. So Sinister U Nick Fury was modern age legal, even though Sinister was not modern age because he had been reprinted in the classics pack.
This somehow got twisted by people here to mean that the classics reprints were always modern age and never rotated to golden age. So there are comments in the units section on figures, comparing them to the "permanently" modern classics figures, and other such examples around the realms.
It isn't true.

I recall reading that he left some of the villains in that scene up to the artist's discretion. So maybe he wasn't the one that decided to have Doom crying.

I think the misunderstanding is due to the article introducing the Modern and Golden Age formats saying "Classics sets are part of the Modern Age." That was true then, but it was never meant to be true in perpetuity.
