I am thinking up a fun scenario to run at my venue. I would love some feedback! Here is what I have:
SCENARIO: Decimation!
The Scarlet Witch has been driven insane. In a moment of impulse, she uttered the magic words “No More Powers”, causing all but a small number of “super” people to lose all of their powers and abilities! This doesn’t stop old rivals from
continuing their feud in the streets, albeit without powers.
THE RULES:
Pick a 3 figure team up to 400 points with no figure over 150 points. Then roll a single d6. 1-2 = Low Point, 3-4 = Mid Point, 5-6 = High Point. For the start of this game, only the figure you rolled will have their powers available. Your other two figures will retain their combat values shown on their dials. However, they will not have access to ANY traits, abilities or powers shown. Each team will be placed in corners, or on edges of the map, “Battle Royale” style. We will split into multiple games if needed.
During this time, Scarlet Witch (Chaos war Fast Force version at 75 points WEARING A FULL GAUNTLET SET TO POWER 3) will be placed in the center of the board. Scarlet witch has full access to her powers and team abilities (Mystics Damage!), but she will never actually attack any other character. Instead, she wanders across the map in a daze.
Scarlet Witch never takes action tokens, and is immune to any ability that places an action token on her. Each time it is her turn, her controller (the judge or a bystander) will roll a d6. If an odd number is rolled, Scarlet Witch will remain where she is standing. If an even number is rolled, Scarlet Witch will move up to her maximum speed value in the exact opposite direction of the closest opposing character. If there are multiple characters tied for closest to Scarlet Witch, her controller will decide which direction to move her. Scarlet witch CAN be based, and if she rolls an even number on her turn to move away, she must ALSO roll for break-away from adjacent characters, unless she has a power that allows her to move without break-away.
If Scarlet Witch is defeated, all character still on the map will have their powers returned to them. However, NO victory points are awarded to the player who defeats her.
VICTORY CONDITIONS:
The team who has at least one member left by the time all other figures (excluding Scarlet Witch) are defeated will be declared the winner. Alternatively, if there are multiple teams still standing, the team with the highest amount of victory points when time is called is declared the winner.
To start, I like the idea. Generally wiping out powers and leaving people with their raw stats sounds like a good time. Maybe if things were more chaotic where each round she rolled again and a different character got their powers back for that round, that would also give the "judge" more to do during the game.
I feel like defeating SW isn't incentivised enough. If the figure that defeats her were to gain use of the Gauntlet (starting on click 1), or be awarded some kind of benefit (stat boost?), then it might be worth it, especially when it comes with the Mystics penalty. But because the "reward" of all powers back goes to everyone, it just seems like no one would spend time trying to take her out. On the flipside, since she's knocked out by 5 clicks of damage, it's hard to think she won't just be one-shotted, even with her stat-boost. Maybe (if available) try Dormammu as your source of the chaos. Even at 250, he's going to be a pain (without the Gauntlet).
Or the team that KO's SW gets all their powers back for 2 rounds before everyone else's come back. Something to give them an edge for going to the effort to stop her.
Two other things that just came to mind, can she be Pulse Waved and Force Blasted?
Heck, my team would probably just be 3 Predator X's (133pts ea) so that I know what I'm getting regardless. Or possibly a few members with the Shadowpact ATA to avoid Mystics damage and then just knock her out and get to the "real" fight.
The worst would be 3 Skrull Black Bolts because then they get PW on one of them, and they can take care of SW and then the others start RS+PW-ing everyone that's out there.
I like the idea of a rogue element affecting a battle royale (I've done something similar), so I think with a couple tweaks this could go from being a good scenario to a great one.
If you haven't, you should see what kind of teams you would build for a battle royale in general and then one where you know two figs are going to be powerless, possible the whole time. That might give you some additional insight into other adjustments you might want to make.

I like some of the changes you are proposing! Here are some thoughts to go with it:
*I think I'll amend the rules to instate highlander, and pulse wave does 0 damage. Force blast can keep.
*You're right about her having low HP, perhaps I could just make all damage done to her reduced to one.
*I'd like to keep the gauntlet off of the regular players if possible, so a different reward might be a better idea. I would lean toward the team that defeats her gets their powers back two turns before everyone else.
*Another local player of ours suggested that she has a body guard of sorts that comes out any time she is attacked. He suggested Magneto and quicksilver, which I contested since in the comic, she de-powers both of them on purpose. I proposed that if she is attacked, hit or miss, Vision appears and gets a free close combat or ranged attack against that character, then dissapears again.
*You brought up a good point that things could be more "Chaotic" since her power is described as Chaos Magic. Perhaps her controller will roll a d6 every turn with the following results:
1- All players reroll to possibly change which of their characters has powers.
2- Scarlet Witch runs away from her closest opponent.
3- Scarlet Witch uses a ranged combat or close combat attack against her closest opponent.
4 - Scarlet Witch runs away from her closest opponent.
5 - Scarlet Witch heals two clicks.
6 - All players reroll to possibly change which of their characters has powers.
I'm not a judge or someone that creates a lot of scenarios (just an average player), and I like the scenario in general, but even just looking at figs now it seems like you could create incredibly broken teams for this event. Living Laser, 2099 hulk, Black Flash, Count Vertigo, KC Flash could all be seriously exploited. And thats just off the top of my head. It really depends on the players at your venue. Are they competitive people who would probably run statistical analysis on all figures and determine which set of stats would be nigh unbeatable, or are they fun players who are here to enjoy the game. If the latter, this seems like a great idea for a tourney, but if the former, I might switch around some rules or make some figs illegal for this tournament in order to prevent broken teams ruining the day for people who are just there to have fun.

Thoughts?
I think that the last idea, SW rolling each turn for a "chaos" effect, would be great, especially changing up who's powered and who's not. Instead of just rushing forward with your powered fig and being conservative with the other two, there will have to be a lot more strategy.
Just a point that's not terribly important: If a character like Doctor Strange is depowered, can he still use his ranged attacks, even though his attack is magic? Whereas if the Punisher or Hawkeye is depowered, their ranged attacks aren't affected.
Overall though, a great foundational idea to tweak with, you'll have to let us know how it goes!
I like the scenario and like all the changes you proposed. I would say that she is allowed to use invulnerability, can't be affected by PW, PB, or EW, and when she is KOed, the KOer gets their powers back...nobody else does. Makes it harder to hit her and more rewarding for doing so. If you don't like it, that's cool since the rest of the scenario is golden
