my opponent has stealth and he's on hindering terraing, my character is adjacent to it but not in hindering terrain, he attacks, can my character use PC on his attack?
i though that stealth only blocks outwit and perplex.

Always quote the power:

When it is not your turn, hindered lines of fire drawn to this character are blocked.
Assuming it's your opponent's turn, you can PC his attack rolls, as the Stealth does nothing on his turn.

Stealth doesn't block outwit and perplex - it blocks line of fire. Line of fire is needed for ANY ranged effect (which includes attacks, outwit, perplex and many others)
But as Joe says, on his turn his Stealth does nothing (de goggles, dey doo nussing!)
This, by the way, reinforces the "please quote the power" trope so often stated by arbs and helpful souls (like me)...(especially me)
