Ok I want to settle this for my friends and myself once and for all.
Can I attack a figure on lower terrain than myself?
Can I attack a figure on higher terrain than myself?
Does either scenario give one figure a bonus to anything?

You are very light on detail here. For example, are you talking about close or ranged combat attacks? Does either character have any powers or abilities that might be brought into play? Is there a ladder/stairwell invovled? And so on.
Please restate your question with the relevent information.
Every single answer, except the last, is ... it depends
Last first... no, you never get a bonus or penalty for attacking from different elevations
And now, the breakdown

Ranged? Yes
Close? No, unless you have Leap/Climb and were given a close combat action or are on one of the elevation transition squares and so is your target

not just kryptonian ata but there are a few characters that have sp's like jl52's hawkman so i would say that "never" is an overstatement but u won't usually get a bonus for attacking from a diff terrain
to attack from a diff terrain if everyone is regular size or smaller it would have to be ranged and the elevated would have to be on the edge and the lower would have to be within a 45% or less from the elevated's square. without having a map pattern to show it is difficult to explain but like drawing lof your target can not be in a square that is outside of the 90%

I am assuming a vanilla statement there. There is no modifier for attacking high to low or low to high. Period.
The Kryptonian one has nothing to do with this. If the Kryptonian is on the same elevation as their target and it is the highest, they still get the bonus. That is not high to low or low to high, that is high to anywhere

But you are wrong on the Kryptonian one
i agreed with him without even reading the kryptonian ata but now that i have read it i must say that altho it can apply outside of this elevated situation, we are not "wrong" if the kryptonian is in the highest clear terrain they get a bonus. so if superman is in the highest clear terrain and attacks someone he gets +1. hawkman isn't the only example of an sp either, marquee batman from dkr also
there probably is a newer thread but i found this on bing and its not that old but heres my question. If you are on a let say level 2 elevated terrain and there are 2 opposing characters on level 1 one character is in front of the second can i hit the second character or is the first character blocking it?second question almost same as the first but instead of a character in front of the other character what about blocking terrain i.e. someone drops barrier in front of the character can i hit the fig. or not?

A character will not block the line of fire.
Hindering terrain will not effect the line of fire.
Blocking will block the line of fire.
And one other clarification. If the first character was a or and it was in front of the second, line of fire would also be blocked
I don't know if that's true unless the Great Size character is the one being targeted.

It sounds like you only consider it on the same level if you're drawing line of fire to it directly and not just through.
LINE OF FIRE: THE RIM
A square with a red line running through it with an

is considered “the rim”. Characters on the lower
elevation are not adjacent to the rim any more than
they are adjacent to a character occupying the
square that the rim borders. A line of fire between
characters on different elevations is blocked by:
• Blocking terrain on the same elevation as
the character on the lower elevation.
• Elevated terrain of any level higher than the
level occupied by the character on the lower
elevation, except the square occupied by
the character on the higher elevation. • or characters.
A line of fire between characters on different
elevations is not affected by hindering
terrain, or characters, except for
the square the target occupies.
