PW does ignore traits (it ignores all game effects a character can use)... but it must be able to draw LOF to the character to do so.
Batman's trait prevents LOF from being drawn, so nothing is ignored.
And before someone asks about Stealth, Stealth only blocks LOF if the LOF crosses hindering terrain. PW ignores hindering terrain so Stealth can't block LOF.
So its a " chicken and egg" scenario at best and an exception to PW at worst.
I don't see how there is any "best" or "worst". It is just the way it works.
Anything that actuall prevents LOF from being drawn in the first place is potentially a factor. As point out, Stealth doesn't work since PW ignores the hindering terrain.
But The Hand ATA, Invisible Kid's trait (FULL INVISIBILITY: Invisible Kid can use Stealth. Any line of fire drawn to Invisible Kid is blocked if he has no action tokens.), the Open Grave special terrain on the Crisis Graveyard map, etc, can all nerf PW.

No HT bonuses against PW attacks. It was one of the newest tweaks to Pulse Wave.
I call it the dumb gamer's power...you don't have to account for ANYTHING when using PW save for LoF and perhaps Batman

The change from "LOF is only blocked by" to "draw LOF ignoring these things" caused some shifts. There is no longer a bonus for Hindering, the initial LOF has to be drawn before any powers etc are ignored, and it no longer ignores Map effects: those are the three biggest issues.

FWIW, the new Pulse Wave is a change I really like. It's a little confusing at first, but in the long rule it makes things explicit and clear that used to be known only through rulings. Harder for us long-timers, but much easier to get if you are a new player. I also like that it allows for some things to not be affected (Hand ATA, this Batman, etc).
