If the suit of sorrows is attatched does belt benefit abilities at all times or only on certain points

The suit (from what has been stated in other threads) does not count towards the abilities that are granted when you have x number of utility belt items attached.

To add, it also is always in play. The dial has numbers for what slots are active at a given time but the suit is perma-active.
